Consulytica Pay Account Terms and Conditions

Account Function

You may use your Consulytica Pay account as a declining debit account card where accepted, provided funds are available in your Consulytica Pay account. Consulytica Pay accounts are for debit purchases only. Consulytica Pay accounts are not bank accounts and do not allow for ATM-type withdrawals.

Usage Responsibilities

You are responsible for the use of your Consulytica Pay account(s) in accordance with instructions at each participating location. Only the person named on the account card is entitled to use the account card associated with it. Negative account balances resulting from your failure to properly utilize the card properly are you responsibility as the card holder. Consulytica is not responsible for any loss or inconvenience to you or to others arising as a result of lack of funds in your account.

Consulytica and Consulytica Pay has the right not to accept or honor your your transaction at any participating location under, but not limited to, the following circumstances: 

  • There are insufficient funds in your account when the purchase was requested.
  • The equipment being used by the merchant or vendor initiating the transaction is not functioning properly at the time the transaction is attempted.
  • Your account has been temporarily or permanently suspended due to violation(s) of this agreement.
  • Your card has been reported lost or stolen.

All card and account holders can manage their Consulytica Pay accounts anytime online through our portal by visiting or by downloading the Consulytica mobile app by visiting the Apple App Store or Google Play. Through either option you can obtain your current balances, add funds and check your transaction history. Failure to properly utilize the Consulytica App or Consulytica Pay program can result in the removal or termination of account access rights.


The procedures we follow are governed by our policies. Our policies ensure compliance with Federal and State regulations and also provide insight to our decision-making. We are committed to ensuring that all of our policies are followed in order to make your experience with our services successful.

There will be no debits to your account for anything other than the transactions authorized by your Consulytica Pay Card. Refunds are subject to the restrictions applicable to those accounts and are given only to the cardholder.


The entire balance of a Consulytica Pay Card account can be refunded to the cardholder at any time, for any reason.

Account Balance Refund Instructions

Refunds are processed through the cash out portal in the form of a credit to Stripe or bank transfer. A cash out fee will be deducted from the account balance prior to issuing the cash out.

  1. Email [email protected] from your the email address associated with you Consulytica account.
  2. Subject line: “Cash out Request”
  3. Include in the body: Consulytica account number, ID or membership Number, Date of Birth, and Permanent Address


If an account has been inactive for a period of 1 year or longer, the remaining Consulytica Pay Wallet/Card funds are subject to the dormant account policy.

Dormant accounts are Consulytica Pay Card accounts or partner branded Consulytica Pay Cards and accounts that have had no financial transactions (charges or deposits) for a period of one (1) year and have not had cash out request submitted. If a Consulytica Pay Card account or partner branded Conulytica Pay Card or account has been dormant for a period of one (1) year the account will be considered abandoned property by Consulytica and a $30 fee administrative fee will be deducted from the remaining balance. Any funds remaining after the fee is applied will be forwarded Consulytica Financial Reporting Department and processed according to the State of Virginia’s escheat policies.


Consulytica Split Pay is a finance option available as a feature of Consulytica Pay accounts. It can be used at the time of a live transaction by instructing the participating location to enable the option. However, Consulytica Split Pay is subject to credit approval and is not guaranteed. If approved for Consulytica Split Pay, the Consulytica Pay account holder must provide a debit or credit card in their name as a guarantee of payment at the time of the transaction.

Upon approval, your credit or debit card will be charged 50% of the original transaction amount, while the remaining 50% plus applicable fees will be charged to the credit or debit card 14 days after the original transaction.

Fees: There is an 8% finance charge plus a $2 processing fee for each approved Consulytica Split Pay transaction. Additionally, a late fee of $10 will be applied to any missed Consulytica Split Pay transactions that extend beyond the 14-day period. Consulytica reserves the right to forward all unsatisfied debts to collections and consumer reporting agencies.


Policy Purpose

Consulytica is responsible mitigating risk associated with Consulytica Wallet, Consulytica Pay accounts. It must evaluate contributing factors that lead to identity theft.

Preventative Actions

If Consulytica fraud systems suspect fraudulent on a account or card holder account the account will be subject to review to evaluate suspected use and determine if further action is warranted. When evaluating the possibility of fraudulent activity, the fraud team will take the following steps:

  • The card holder account transactions will be monitored to determine the severity of the suspected activity.
  • If fraudulent activity is found or a chargeback is received , the account will be suspended from making purchases or adding funds.
  • An inquiry will be submitted by Consulytica to the card holder to requesting proof account ownership.
  • If the card holder can not provide proof the account will remain suspended.
  • Consulytica reserves the right to deduct all funds to satisfy any debt owed to Consulytica.
  • All unsatisfied debts will be reported to account owners credit and submitted to collections.
